Obtain (get) your animated signature file and save it to your hard disk (computer).
In the email you received, there was an attachment (the thing with a paper clip), this will be called something.gif (this is your unique signature animated image), click on the attacment (paper clip) and save attachment (when you save it make a note of the name of the folder, and where it is - this will be shown in the Save To box -you will need this info when you get to the bit where you insert the signature in the mail)
Start Outlook 
Its probably already started as you just accessed it to get the attachment (doh!), so don't bother with this step unless you closed it.
Select 'New Mail'.
Click on the button that looks like the one above.
Select Format (on the Menu Bar) as 'Rich Text (HTML)'. (if it is already selected - as in, has a dot next to it - then don't do anything, it's already done!)

A new format toolbar will now appear in your window (it will not appear if it was already there, it will just be there!).
Compose your mail (write stuff), when you get to the end of the mail hit Return (on the keyboard) and then click on the 'Insert Picture' icon.

Click on Browse (if you are not sure what this does, click here), and locate (find) your something.gif file (remember the bit above, when you saved it to your computer, we told you to keep a note of it!)
When you find it, click on it, then click Okay, and presto, now you should see your animated signature in your outlook mail window.
Click on send......that's it !
