1. SETUP
First, your signature animation must be uploaded to online web space,
Your ISP normally provides you with free webspace please contact your
providers to obtain the URL of this space if you don't already know it.
You can also get free image hosting from many online sources such as:
Obtain your animated signature file and upload to your selected webspace.
You will then need to know the URL (online address) of the image.
which will look something like: http://www.myspace.com/mysig.gif
where myspace.com is your selected image host.
and mysig.gif is the signature file we sent you that you should have uploaded.
If you view this address in your browser, you should see your animated signature.

Sign into your hotmail account.
At the top of the screen you should see a row of buttons like the following:

click on " Mail " then the "Options" button:
Next, under "Mail Options", click on "Personal Signature":

At this point make sure the 'Show the rich-text toolbar' checkbox is UNTICKED,
and you cannot view the formatting toolbar:

If it is and you can see the toolbar simply click on the tick to clear it,
you may see the following prompt:
in which case just OK that.
Now you will need to know the URL (online address) where your signature image is stored.
Type into the signature box or copy'n'paste exactly what you see below except the bit in blue which will be replaced with the URL of your signature.gif file.

After entering the text as shown click on the 'Show the rich-text toolbar' checkbox to now tick it.
After a few seconds your custom sig should appear in the box as shown below,
if it does not please carefully check the URL you input in the steps above.

Once done, click "OK".
2. SENDING YOUR SIGNATURE
Go to "Mail" then click on "New Mail Message" at the top left, as you would to compose any other email:

You should now be able to see your sig in the compose email window.
write your mails, and send, all done!
If you do NOT see your sig, click on the dropdown'Tools' menu and make sure the 'Rich-Text Editor ON' appears, if it is set to OFF, just click on it to turn it on.

You may have to wait a couple of seconds for the formatting toolbar to appear
in your mail window, when it does the HTML hyperlink you inserted above should
now display as your signature.gif file.
Compose the rest of your email.

Click on send......that's it!
